DCC WEATHER BRIEFING

Briefing – Storm Eunice

Widespread disruption likely tomorrow (Friday 18 February 2022)

Storm Eunice is expected to be a major winter storm starting later today (Thursday 17 February) and lasting for much of Friday (18 February). The peak winds, which have been upgraded to a Red Alert, are likely to be from 07.00am – 12.00 noon on Friday, while the Amber Alert is in place from 03.00am – to 21.00pm on Friday, with strong winds likely to last over the weekend. The Met Office weather warning for wind has now been upgraded to a Red warning for the North Devon coastline.

The winds are expected to be exceptionally strong with 60 - 80 mph gusts everywhere and possible 90 - 100 mph on coasts, so all modes of transport are likely to be impacted. We can also expect structural damage, mobile homes being upturned, power outages, fallen trees, high tides and flying trampolines or other garden furniture. Damage to homes, or risk of localised flooding, could mean some residents are forced to evacuate.

The high winds are likely to result in the temporary closure of Taw Bridge, Barnstaple. Other bridges may also be affected. Wind speeds are being constantly monitored, so please check before you travel. If you must travel during a bridge closure please plan your journey, find a safer alternative route, and leave extra time.

The worst-case scenario for Devon could also see Severe Flood Warnings along the Northern Devon coast. There is less concern over conditions along the South Devon coastline, but we still expect to receive a mix of Flood Alerts and Warnings.  

DCC Highways have: 

  • increased staffing in our Network Operations Control Centre
  • increased emergency standby gangs with traffic management and tree surgeons 
  • issued notices via @DevonAlert and Variable Messaging Signs (VMS) signs are being updated, etc.
  • been in contact with anyone likely to have scaffolding up. 

Schools and School Transport 

Schools have been contacted with support for any school which believes it should close for safety reasons tomorrow. School closures will be recorded on the school closure website. This applies to schools in both the Red and Amber areas. School transport are also assessing the situation and transport providers have been contacted and asked to determine what impact the weather may have on their service provision.

CHILDREN'S PLAY AREA - UPDATE ON RE-OPENING.

The children's play area, in Ashreigney, is now open after completing the necessary risk assessments to establish appropriate safety measures are in place.  

Parents and guardians are respectfully remainded that the responsability of following correct social distancing measures and appropriate bio-security routines is their responsability.

Unfortunately the Covid 19 crisis has highighted concerns that Domestic Violence is a very real problem for some.  There is information on the Covid 19 News page for any one needing help.

WALLINGBROOK HEALTH CENTRE

The Wallingbrook Health Centre dispensary opening times are: 8.30am to 1pm, 2pm - 6.30pm.
The Health Centre request that patients complete the online E-Consult form where possible to ease pressure on the surgery.
– Repeat Medication Collections.
Please expect queues when you arrive to collect your medication at Wallingbrook and Winkleigh surgery. There is increased staffing to try to ease the wait, however it still will be one person being served at a time, the team will try to ensure you are served as quickly as possible.

PARISH BULLETIN AND VOLUNTEERS

EVERY HOUSEHOLD SHOULD HAVE RECEIVED A PARISH BULLETIN - PLEASE LET THE PARISH CLERK KNOW IF THIS IS NOT THE CASE.
Thank you to everyone who has responded to the request for Community Volunteers from the Parish - numerous offers have been received, from teenagers upwards. The information is being collated, and volunteers will be contacted as help is required.

OPEN LETTER TO THE PARISH FROM THE PARISH COUNCIL

ASHREIGNEY PARISH COUNCIL.

Dear Residents of Ashreigney and Riddlecombe,
I am contacting you on behalf of Ashreigney Parish Council regarding the rapidly developing Covid -19/Coronavirus situation. Whilst the potential severity of the situation cannot be under estimated the Parish Council wish to reassure and offer support to each and every household with in our Community. It seems inevitable that a period of self-isolation will be practised for many members of the Parish, and it is imperative that a reliable and efficient support network is established.
With this in mind the following measures are being put in place:
1. For any vulnerable members of the Parish who feel they should self-isolate essential deliveries of groceries can be arranged at regular intervals. Please contact the Parish Clerk and this will be organised.
Wallingbrook Health Centre have provided advice regarding the collection of prescriptions by a third party. This can be arranged providing the person collecting the medications has a signed letter of authority from the Patient themselves. A draft letter will be added to the Parish website, which can be printed, for convenience. (Repeat prescription forms HAVE to be signed by the patient and returned to the dispensary at the Health Centre).
2. A Facebook page has been set up by the Parish Council– Ashreigney Council to provide additional information as it becomes available. The Parish Council website – www.riddleash.co.uk will also be updated regularly. Please pass any updated information on to those who are not so confident with I.T so they are up to date with the current situation.
3. If you are self-isolating please clearly indicate that this is the case, with a note on your door.
4. The Parish Council are aware that self-isolation can be lonely. With this in mind PLEASE take time to call anyone that you know is in confinement for a chat, and check that they are coping, and not in need of anything.
5. The Community spirit in Ashreigney is always second to none in circumstances such as these. I have no doubt that ‘love my neighbour’ will be practised in both Ashreigney and Riddlecombe, and I can only thank you for keeping an eye on your close neighbours in these difficult times. The Parish Council are likely to create a ‘pyramid’ system within the Parish to ensure efficient and reliable communication

Would anyone who is prepared to help with collecting prescriptions/shopping etc please contact me so that a register of help can be created. Any help will be appreciated – however small – as we try to protect our special community. The Parish Council and other groups in the village are working together to offer support to the Parish as a whole.

CORONAVIRUS - IMPORTANT INFORMATION.

WITH IT LOOKING LIKELY THAT THERE WILL BE A PERIOD OF SELF-ISOLATION IMPOSED ON THE MORE SENIOR MEMBERS OF THE COMMUNITY WE ARE EXPLORING WAYS OF MAINTAINING CONTACT WITH THESE INDIVIDUALS TO ENSURE GROCERY SUPPLIES ARE MAINTAINED, AS WELL AS ESSENTIAL MEDICATION IS DELIVERED. WAYS OF OFFERING SUPPORT WITH TECHNOLOGY WILL ALSO BE ORGANISED FOR THOSE WHO ARE NOT I.T CONFIDENT.

Today is the launch of this years livestock worrying campaign in Devon and Cornwall. Starting on Bodmin Moor today Rural affairs officer along with Police cadets, Special constables and local policing officers will be raising awareness of livestock worrying across the force area. In 2019 on Bodmin Moor alone 43 Sheep were killed as a result of dog attacks and 36 injured.

Why is this important?
You are responsible for your dog. Livestock worrying is a crime and livestock that are chased or attacked by dogs are frequently killed or injured. This has a financial and emotional impact on all concerned and can effect the livestock long after the incident has taken place. Action may be taken against you and your dog.

What do you need to do?
Ensure responsible dog ownership. Dogs should not be unaccompanied outside of the home and their behaviour should be managed at all times. On access land your dog MUST be on a lead between the 1st of March and 31st July and at all times when livestock is present.

How can you prevent this?
Enjoy the countryside but keep your dog on a lead if livestock is present. Release your dog if chased by cattle.
Livestock worrying taking place at the time is considered an emergency, dial 999 and explain there is a dog attacking livestock with a precise location.
Livestock owners can advise dog walkers by giving clear notices advising of the presence of livestock, Location of footpaths and appropriate fencing.

Farmers have the right to protect their livestock. Ensure you are aware of the legislation and your legal responsibilities.

DEFIBRILLATORS

There are defibrillators situated in both Ashreigney and Riddlecombe. 

The Ashreigney machine is in a cabinet on the outside wall of the Village Hall.

Please note that no training is required to use the machines.  They are designed to talk the user through the procedure step by step, in a user friendly way.

URGENT - I just want to share the latest guidance from the Resuscitation council UK and NHS on CPR and the Coronavirus.

 

Advice from the Resuscitation Council UK for those who may need to give CPR and concerned about contracting the virus is not to put your ear down to the mouth to check for breathing, but instead to look for signs of breathing/life. If concerned: give compressions only as this is much better than no CPR at all.

 

It should be remembered however that in the case of paediatric arrest or where there is a delayed ambulance response not giving rescue breaths could significantly reduce chances of survival, compared to the (at present) unlikely risk of contracting COVID-19, which may only result in mild symptoms if you are healthy. CHILDREN'S PLAY AREA

We are pleased to say that we have had a positive response from Parishioners regarding this proposal.  However, to help us we would really appreciate feedback relating to the project. 

 

 

Thank you to everyone who has supported our fundraising events - we appreciate the help and support that we have received from each and every one of you.

Ashreigney Parish Council are delighted to confirm that as a result of the functions held through the winter months, and successful grant applications, the Play Area account is standing at over £25,000.  This is a fantastic sum of money, and we look forward to moving this exciting project forward.

 

 

CHRISTMAS LUNCH -  The annual Christmas Lunch was held in December 2019, and as usual the enjoyable event kickstarted festive celebarations.

Many thanks to everyone who attended, and those who helped in any way.  The successful event raised a healthy profit, which will be shared between DAAT and ND Hospice.

It is likely that there will be a lunch in December 2020......

NIGHT LANDING AIR AMBULANCE LIGHT.

The Parish Council are pleased to confirm that the light to allow the night landing of the Devon Air Ambulance has been installed and is operational.

This is a very exciting added facility for our Parish, and the Parish Council are delighted that the project has reached fruision.

Grateful thanks are extended not only to District Councillor Boundy for her hard work and commitment to the project, but also to Mr. & Mrs. Middleton for their generosity in providing the site.  The tremendous support from the Parish has doubtlessly also made a massive contribution.  Thank you.

OUTDOOR FITNESS EQUIPMENT

The Parish Council are delighted that the outdoor fitness equipment has been installed in Ashreigney and Riddlecombe.

Grateful thanks are extended to the Village Hall and Community Garden Committees for allowing the equipment to be sited within the grounds of the Village Hall and the Community Garden.

We are also indebted to Mrs. Boundy for her help with this project, as well as Torridge District Council for grant funding.

We held a launch event in July 2018 and were delighted to see several Parishioners at the Village Hall enjoying a drink and nibbles whilst trying out the equipment.

NOTICEBOARDS.

The Parish Council noticeboards are situated in the bus shelter in Ashreigney - one is dedicated to Parish Council business, and the other displays a new P3 map detailing the extensive PROW in the Parish. There is also a noticeboard in the Riddlecombe bus shelter dedicated to Parish Council items.
